I don't know about the scripts directory either, but you could load
the file directly with M-x load-file. Also, in my .emacs I have a line
(setq load-path (nconc load-path (list "~/lib/emacs")))
so that libraries in ~/lib/emacs get found by M-x load-library. (I
have GNU Emacs 22, Carbon version; not sure if that's the same.)
