[e-lang] <import> not being pbc

Is there any reason not to make <import> PassByConstruction, or that  
doing so would be nontrivial?

The only reason I can think of not to is to do instead what I  
proposed in
<http://www.eros-os.org/pipermail/e-lang/2007-January/011771.html>.

But, for the moment, is there any reason not to make <import> pbc so  
that people can start doing real PassByConstruction E objects without  
any gimmicks like <http://www.eros-os.org/pipermail/e-lang/2007- 
February/011863.html>?
