[e-lang] CapTP bug: "search path must not be empty" when identified but not onTheAir

I assume this ought to either succeed or fail nicely, and that the  
reason it fails this way is because no search-path is available to  
put into the SturdyRef yet.

Perhaps SturdyRefs should not ever have search-path data for the  
local vat? (<captp> would insert it into the generated URLs, though.)
