[e-lang] cap-talk mailinglist discontinued?

Shap normally administers the cap-talk list. I emailed him asking what
the situation is. In the meantime, I went ahead and intervened myself
to unblock all obviously safe messages. But I left the general block
itself in place while waiting to hear from Shap.
