Client v/s Server Resources

So, getting back to my original point, if _all_ server resources
used on behalf of a client are "charged" properly to that client,
then there's really no problem with the client using up arbitrary
"server" resources (such as leaving threads hanging in the server).
Okay. I'm clear on it. I'm still not real happy about meters. My
problem is not with the notion of running on someone else's meter so
much as on the fact that running out of meter doesn't appear to be
easily recoverable.
