Jon - I am not sure if those measurements exist for hosts, but I think
they can be derived from some backbone traces that nlanr.net has; the
idea is to detect "flows" (same source/destination IP address for packet
on the backbone), compute the relevant statistics from the extracted
data. Multiple flows can be used to infer distributions. I am pretty sure
the traces have packet size!
