Eh? That doesn't seem sufficient reason to not keep it, and may developers are perfectly capable of at least keeping GMT correct on their machine, even if they can't get the timezone right (for example, I often don't bother with summertime, but I almost always use NTP to timesync GMT).

I'll second the x mode bits. Dunno what you are doing about tags, but maybe those, and, of course, delta comments.
