OK, the source of all scheme registering knowledge is RFC 2717 "Registration Procedures for URL Scheme Names". As I feared, an I-D is required. Which means it has to be sanctioned by the IESG (directly or via a WG).

OTOH, we now seem to be talking about registering a URN namespace, which is detailed in RFC 2611 "URN Namespace Definition Mechanisms".

This is slightly less painful in that we can do an "informal" registration just by asking IANA nicely - but then all you get is a URN namespace that looks like "urn-1234". "Formal" registration requires an RFC, and is the only way to get a "real" namespace.

So, either way, it looks like we need IESG buy-in. Which means choosing an area, and approaching the ADs.

I guess we're looking at Applications or Security.
