This is only a draft. There are several things wrong with it, but it's far enough along that I would like your feedback on it.
One gaping whole in this revision is that it does not describe how core space allocation is handled. I have a tentative solution to that which I will send out mail about later.
Another thing that's missing is that I have not tried to deal with co-authorship, mostly because I'm not really sure where to draw the line. I'ld appreciate your input on that too.
